As an introduction, when looking at the weapon proficiency system, it can be viewed from two different perspectives by different types of players: those who want to maximize their efficiency in a hunt, with a high-level weapon and seeking attractive bonuses, and those who seek to maximize the number of weapons they can reach mastery level with and thus achieve all possible achievements, including the highest level one called Arsenal of War.
Talking about the strategy used by players in the first point of view (with weapons and hunts focused on exp, meta game, and hard/challenging creatures) and applying it to the second group makes this achievement even more difficult, so we must take a different approach.
This will be a complete guide focused on maximizing the experience gained from extremely weak weapons when compared to those used regularly, and enabling you to obtain the Arsenal of War achievement with the least amount of experience possible.
First, we will divide the achievement into three stages with different difficulties:
Stage 1: Weapons with 650,000 experience.
Stage 2: Weapons with 1,500,000 experience.
Stage 3: Weapons with 2,000,000 experience.
These strategies apply to all 5 vocations, with slight modifications suggested in the final stage.
Additionally, you can include bosses in your strategy to increase your experience. I will focus on suggestions from archfoe for this endeavor (5,000 experience points for each boss killed). But in advance, I recommend not focusing on bosses for this (if you don't mind the bosstiary), but rather following the guide created here (with the hunts tested) to quickly increase your experience.
But if you want to advance in the bosstiary, here is a suggested route, remembering that you can (and should, in some cases) use your main weapon until the boss reaches low HP, and then switch to the other weapon. If you are with other people, in lever bosses, remember to be in a party to gain experience. If you are a knight or monk, remember to use runes to finish off the boss if necessary. And of course, the list is a suggestion; more bosses can be added or removed according to limitations or needs.

Raxias (Shortcut to Boat npc of Porthope) → 15,000 experience points.
Based on data collected, it’s not efficient to focus on killing bosses. But you can use it to boost your weak weapons by switching to them just before killing the boss. If you are going to kill bosses anyway, it’s a good way to fuse two objectives at the same moment.
The best way to achieve this is to focus on easy (70 exp points) and medium (100 exp points) creatures, which can be killed quickly and are found in large numbers in some locations. Here are some suggestions I found and tested, and the experience you can gain per minute.

Finally, considering the weapons you should focus on for the Arsenal of War achievement, here is a complete table for each stage. In stage 3, I leave a suggestion for the Paladin and Monk vocations, with respective weapons that can be used to make it a little easier to gain experience. They replace the weapons of the respective number/order.
In the third stage, I also included 3 weapons for each order (from 33 to 50), including swords, axes, and clubs, to facilitate the choices of knights. For other vocations, these decisions will change little.
You can (and will) complete weapon mastery for weapons that your vocation cannot use properly. But even so, it will work perfectly for advancing the achievement.
There are ways (for those who don't have money issues) to speed up progress on this achievement considerably. Here we show you visually how much experience you can gain with these methods. Remember that the tentacle pieces method depends on a mini world change that usually only happens a few times a year.
